The bill allows a charter school to utilize for educational purposes any funds saved as a result of negotiating a school transportation contract below the maximum rate allocated for student transportation. The bill also recognizes that a charter school may negotiate a contract below the maximum rate without publicly bidding the transportation routes. This bill clarifies the duties of the Investigation Coordinator in the child protection system to have the authority to track each reported case of abuse or neglect, and to be responsible for tracking and monitoring each reported case of death, serious physical injury, and sexual abuse of a child within the Investigation Coordinator’s independent tracking system. This bill also creates confidentiality and immunity clauses to protect the information and records obtained by the Investigation Coordinator.

An Act To Amend Title 29 Of The Delaware Code Relating To Certain Positions In The Court Of Common Pleas And The Justice Of The Peace Court. [HB-392]
This legislation designates court security positions in the Court of Common Pleas and uniformed services supervisor positions in the Justice of the Peace Court as exempt from the State of Delaware Merit Rules, thereby placing them under the Judicial Branch Personnel Rules, consistent with similar positions in the Superior Court. Section 2 of this Act allows any incumbent to elect to be governed by the Judicial Branch Personnel Rules or remain in the Merit System.

An Act To Amend Title 7 Of The Delaware Code Relating To Finfish. [HB-41]
This bill forbids the possession, sale, offer for sale, and distribution of shark fins in the State of Delaware. Shark finning (whereby a shark is caught, its fins cut off and the carcass dumped back in the water while the shark is still alive) is already prohibited by federal law and Delaware regulations and is not currently being practiced by Delaware fishermen.
