An Act To Amend The Laws Of Delaware Relating To A Three-year Moratorium On The Creation Of New Special License Plates. [HB-429]
This Act bars the creation of new special license plates in Delaware for the next 3 years. An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [HB-430]
This act requires scrap metal processors to photograph every seller and report every transaction relating to certain metals. Currently only transactions valued at $250 or more must be reported. Multiple sellers bring in metal items with no one selling $250 and therefore they avoid the reporting requirement. With the current rash of copper thefts this bill will increase reporting and increase the ability to identify sellers.
