An Act To Amend The Laws Of Delaware Relating To A Three-year Moratorium On The Creation Of New Special License Plates. [HB-429]
This Act bars the creation of new special license plates in Delaware for the next 3 years. It is based on a request from the Director of the Division of Motor Vehicles (DMV) to the members of the General Assembly to consider limiting or capping the number of new special license plates, because DMV currently manages over 100 special plates and the effect of additional plates will significantly strain DMV’s resources. The Act contains a provision for DMV to issue a report at the end of the moratorium, detailing the number of each of the special plates

An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [HB-430]
This act requires scrap metal processors to photograph every seller and report every transaction relating to certain metals. Currently only transactions valued at $250 or more must be reported. Multiple sellers bring in metal items with no one selling $250 and therefore they avoid the reporting requirement. With the current rash of copper thefts this bill will increase reporting and increase the ability to identify sellers.

This bill clarifies the intent of the General Assembly that wastewater utilities may not obtain a certificate of public convenience and necessity in the existing service territory of a government entity. This bill also addresses the practice by New Castle County of claiming a wide wastewater service territory but refusing to provide service and objecting to any application of a regulated wastewater utility for a certificate of public convenience and necessity from the Public Service Commission.
