An Act To Amend Title 11 Of The Delaware Code Relating To Classification And Employment. [HB-344]
The language set forth in this statute would remove barriers for inmates who are students with disabilities and who have an Individualized Education Program (IEP) under state and federal law, when being considered for parole or a sentence modification. Requiring an inmate with an IEP to complete a GED or State of Delaware High School Diploma is counter-productive to the treatment and programming of this segment of the prison population and prohibits them from seeking the same benefits of parole or sentence modification afforded to those inmates (continued...)

This bill is intended to protect the privacy of law enforcement officers and their immediate family members by specifically exempting their personal identifying information from FOIA. An Act To Amend Title 7 Of The Delaware Code Relating To Nonutility Wells And Permits For Nonutility Wells Within Service Territory Served By A Water Utility Under A Certificate Of Public Convenience And Necessity. [HB-38]

An Act Proposing An Amendment To Article Viii Of The Delaware Constitution Relating To Revenue And Taxation. [HB-385]
This Act places a constitutional limitation on base general fund operating appropriations. However, appropriations deemed as emergencies involving the health, safety, or welfare of the citizens of the State that are approved by three-fifths of the members elected to each House of the General Assembly are not included in the limitation.

An Act To Amend Title 11 Of The Delaware Code Relating To Unmanned Aircraft Systems. [HB-419]
Unmanned aircraft systems are capable of introducing contraband into detention facilities without undergoing correctional officer inspections. This bill seeks to prohibit the use of unmanned aircraft systems (drones) to introduce contraband into detention facilities. This bill makes it a class F felony to deliver or attempt to deliver contraband by use of a drone.

An Act To Amend Title 3 Of The Delaware Code Relating To Agriculture. [HB-430]
This Bill authorizes the Department of Agriculture to utilize any laboratory designated by the Department of Agriculture rather than only the State Chemist to analyze samples of foods, dairy and other feeds and insecticides, and to cooperate with the United States Department of Agriculture and other federal agencies in the enforcement of the laws related to foods, dairy and other feeds, and insecticides.

An Act To Amend Title 21 Of The Delaware Code Relating To The Registration Of Vehicles. [HB-437]
This bill allows the background plates (animal welfare, farmland preservation, Marine Education Research and Rehabilitation Institute, Delaware Equine Council, and Keep Delaware Beautiful) issued by DMV to be displayed on trailers up to 26,000 pounds gross vehicle weight rating (GVWR). It also increases the size of trucks that can display the plates from ¾ ton (10,000 pounds GVWR) to 26,000 pounds GVWR.

An Act To Amend Title 3 Of The Delaware Code Relating To Horse Racing. [HB-439]
This Bill authorizes the Thoroughbred Racing Commission to be a member of the new Interstate Anti-Doping and Drug Testing Standards Compact. Under the Bill the Thoroughbred Racing Commission would become a member of an interstate Compact with other party states for the establishment of uniform standards for drug testing of horses participating in horse racing. The Harness Racing Commission will not be a member of the Compact.
