An Act To Amend Title 7 Of The Delaware Code Relating To Hunting, Trapping, And Fishing Licenses. [HB-61]
Section 505 of Title 7 allows certain members of the military who live and/or serve in Delaware to obtain a fishing license in Delaware regardless of their legal state of residency. This bill clarifies the law to permit members of Delaware’s National Guard who are residents of neighboring states to like-wise obtain a Delaware fishing license. The current wording of the section inadvertently excludes National Guard members because they are not on “full-time active duty” status.

This bill provides important safeguards for vulnerable patients and residents who are treated in, or reside in healthcare, residential or treatment facilities, against sexual predators who exploit their infirmity or disability. An Act To Amend Title 29 Of The Delaware Code Related To State Government And The General Assembly. [HB-65]
This Act would prohibit any member of the General Assembly from being employed by the State of Delaware while in office, unless the member was already a state employee at the time the member was elected to the General Assembly. For purposes of this bill, service in the General Assembly, in and of itself, would not be construed as employment by the State of Delaware. The act would only apply prospectively.

An Act To Amend Title 7 Of The Delaware Code Relating To Commercial Shooting Preserves. [HB-71]
This bill will permit licensed commercial game preserves to operate on Sundays. The bill limits Sunday operations to commercial facilities only within the seasons established by the Department of Natural Resources and Environmental Control. This bill does not allow for Sunday hunting of wild game or put-and-take hunting by entities other than commercially-operated facilities. This bill is necessary for commercial game preserves to compete with similar operations in adjoining States, where Sunday operations are allowed.

An Act To Amend Title 24 Of The Delaware Code Relating To Parental Consent For Abortion. [HB-80]
This bill changes the Parental Notice of Abortion Act to the Parental Consent for Abortion Act. Because the General Assembly saw fit to pass a law requiring parental consent for minors under 18 using tanning beds, it seems to follow that requiring parental consent for minor young women to obtain abortions instead of just notification is quite reasonable. Therefore, the age for consent has been raised from 16 to 18. An Act To Amend Title 30 Of The Delaware Code Relating To The Personal Income Tax. [HB-97]
This Bill excludes from income taxes pensions received from the United States, including military retirement income, up to a maximum of $37,500.00 less any Social Security benefits paid by the United States in the taxable year. It is intended to equalize the treatment of Federal retirees who are not covered or are partially covered by the Social Security System with those retirees receiving Social Security benefits which are presently exempt from tax.
