This Act would provide that a video lottery agent’s reporting and auditing information regarding the video lottery is subject to the Freedom of Information Act. An Act To Amend Title 26 Of The Delaware Code Relating To Energy Efficiency Resource Standards And Energy Efficiency Planning. [SB-106]
This act creates Energy Efficiency Resource Standards (EERS) and sets goals for consumption and peak demand for electricity and natural gas utilities. The goals are 15% electricity consumption savings and 10% natural gas consumption savings by 2015. Savings will be reported to the State Energy Coordinator by Affected Energy Providers on an annual basis. An Act To Amend Titles 10, 29 And 31 Of The Delaware Code Relating To Extending The Jurisdiction Of The Family Court For Abused, Dependent And Neglected Children. [SB-113]
This Bill creates a procedure by which youth exiting foster care in Delaware and who are provided services under the John H. Chafee Independence Act and/or the Fostering Connections and Increasing Adoptions Act of 2008 have a legal mechanism for Family Court to review the appropriateness of such services. The bill also specifically limits any findings on the reasonableness of the services to be offered and coordinated by the DSCYF to the youth, including financial, housing, medical, employment, training, education and other appropriate services, (continued...)

An Act To Amend Title 16 Of The Delaware Code Relating To Criminal Background Checks And Mandatory Drug Testing. [SB-122]
This Act requires that all Delaware Psychiatric Center employees providing direct care to patients be subject to criminal background checks and drug testing. The drug testing provides for both pre-employment testing and testing where reasonable suspicion that an individual is impaired by an illegal drug exists.

An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles And Brakes. [SB-130]
The Bill removes the ban on “Jake Brakes” which applies to motor vehicles generally, but not emergency vehicles. The purpose of Jake Brakes is to slow the vehicle when approaching a stop light, stop sign or just slowing down for any reason. Most of these systems have a switch on the dash to activate it which cuts the fuel off when the accelerator is lifted. The regular brakes do not have to be applied as hard or as soon and thus saves the drums and brake shoes which also saves money for the owners. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles And Weights Limits. [SB-133]
The purpose of these idle reduction technology units is to prevent having to run the engine at idle speed when the temperature is below 40 degrees or above 75 degrees Fahrenheit when the driver is off duty and has to stay in the truck and he or she does not have to run the truck engine. It will save on fuel costs to the owner and help the environment with less pollution and still keep the driver comfortable without running the engine over the legal time. This Bill allows a 400 pound weight limit exemption for trucks that have auxiliary engines.

An Act To Amend Title 11 Of The Delaware Code Relating To Pensions For State Police Officers. [SB-135]
This Bill will protect the retirement benefits of those State Troopers who take military leave prior to retirement. This will assure that the employee will not realize a reduction in pension benefits because of a reduction in their State salary during a period of time that might fall in their highest three years of earnings.
