This Bill provides a mechanism for providing relief from stormwater management fees imposed on property owners who do not currently discharge stormwater directly into a stormwater conveyance system constructed, maintained, or operated by the local government or conservation district imposing the fee. Fees currently charged in violation of this section are rescinded.

An Act To Amend Title 20 Of The Delaware Code Relating To The Delaware National Guard. [HB-483]
This bill exempts National Guard members and reservists who are called to active duty outside of the State from payment of late fees for renewal of State-issued licenses, including hunting and driver’s licenses, as long as the appropriate credentials are presented, and the license renewal fee is paid, within ninety days of the service member’s return to the State or termination of service.

An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And Criminal Procedure. [HB-485]
This bill defines the Division of Professional Regulation as a "criminal justice agency" for purposes of Chapters 85 and 86 of Title 11. As a result, the Division will be provided greater access to information maintained by the State Bureau of Identification and Delaware Criminal Justice Information System (DELJIS). The Division will also be required to promulgate regulations mandating the Division’s reporting of certain information with respect to investigations and complaints that involve alleged criminal conduct into the Criminal Justice Information

This bill creates the Delaware Film Incentive Program that will provide a loan guarantee to film projects which meet certain specified criteria. A seven-member Film Board is created to review applications for guaranteed loans for film projects, and to also study, research, plan, and advise the Director of the Economic Development Office and the Governor on matters relating to economic development and strategic opportunities in the film-making and related entertainment industry. An Act To Amend Titles 30, 12, And 3 Of The Delaware Code Relating To The Delaware Estate Tax. [HB-492]
Many Delaware domiciliaries own homes in other states that have no estate tax. The Delaware estate tax law could have the unintended effect of causing these Delaware domiciliaries, who currently pay Delaware income tax, to change their state of domicile to another state to avoid the Delaware estate tax, thereby reducing the amount of income tax collected by the State. For this reason, the bill’s provisions will return as they were immediately prior to the date when the present statute was enacted.
