An Act To Amend Title 18 Of The Delaware Code Relating To Unfair Acts In The Business Of Insurance. [HB-367]
This bill requires an insurer who denies coverage for a procedure or test as medically unnecessary to reimburse an insured for all expenses, including out-of-pocket expenses, if the insured pays for the procedure or test and the procedure or test is proven to be medically necessary. Section 2307 of Title 18 contains the procedures to be used by the Insurance Commissioner when he or she has reason to believe that an insurer has engaged in an unfair practice, such as denying coverage as medically unnecessary.

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-369]
This Bill deems as public reports any non-security reports regarding State agencies paid for by public funds, including accreditation reports of all State agencies, but only after all personal identification data of students, patients, wards of the State, and recipients of State services are redacted.

An Act To Amend Title 24 Of The Delaware Code Relating To Licensure For Plumbing Contractors And Heating, Ventilation, Air Conditioning, And Refrigeration Contractors [HB-377]
This bill addresses an inequity in licensing procedures for out of state contractors in the plumbing and heating, ventilation, air conditioning and air refrigeration (“HVACR”) fields. Currently a licensed contractor from any state can obtain a Delaware plumbing or HVACR license by simply paying a fee and proving that the contractor is licensed elsewhere. Some states do not offer the same reciprocity, and instead require Delaware contractors take a written test, pay a fee, and satisfy all licensing criteria for that state. An Act To Amend Title 29 Of The Delaware Code Relating To State Government [HB-384]
This Act amends the provisions of the Delaware Code relating to the criteria that the General Assembly must apply in determining the reapportionment and redistricting for the State. The Act provides that the General Assembly may not count as part of the population in a given district boundary any incarcerated individual who was not a resident of the State prior to the individual’s incarceration. An Act To Amend Title 21 Of The Delaware Code Relating To The Registration Of Motor Vehicles. [HB-388]
This bill increases the penalties for vehicle owners who are not complying with Delaware law by not registering their vehicles after establishing residency in Delaware. The current fine of $25 provides no incentive for vehicle owners to register their vehicles in Delaware. This results in the loss of a significant amount of revenue. The exemption on trailers for vehicle owners registered under the International Registration Plan (IRP) is a result of the IRP agreement Delaware signed with all other jurisdictions. An Act To Amend Title 16 Of The Delaware Code Relating To The Department Of Health And Social Services. [HB-39]
Currently statutory anti-retaliation and protective provisions for patients and others only apply to licensed long-term care (LTC) facilities. Only part of the Delaware Psychiatric Center (DPC) is a licensed LTC facility. This Bill, to protect all patients and employees at DPC, applies such protections to all the DPC facilities.
