This Act creates a new statute that is patterned after and replaces the substantial assistance provision in Delaware’s drug trafficking statute but that is broader as it applies to any criminal sentencing. An Act To Amend Title 21 Of The Delaware Code Relating To The Ignition Interlock Device (iid) Program. [HB-111]
This is a housekeeping bill to correct an error. Delaware law currently restricts subsequent DUI offenders who are eligible for the Ignition Interlock Device (IID) mechanism from being eligible for IID driver licenses if their driving privileges are currently in a suspended, revoked, denied, or unavailable status for any other violations of the law of any jurisdiction. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-113]
This bill implements the recommendations of the Delaware Sentencing Accountability Commission (SENTAC) relating to the classification of property crimes. The bill increases the demarcation line between Class G felonies and Class A misdemeanors in 11 Delaware Code 840, 840A, 841(c)(1), 848, 849, 851, 852A, 900, 903(c)(1), and 917 from $1,000 to $1,500; in 11 Delaware Code 916 and 939 from $500 to $1,500; and in 11 Delaware Code 811 from $1,500 to $5,000. An Act To Amend Title 16 Of The Delaware Code Relating To The Fee For Issuance Of Marriage Certificates. [HB-114]
This bill exempts active military personnel and their spouses from having to pay the $25.00 fee for a copy of their marriage license or certificates. Military personnel and their spouses are required to file multiple copies of their marriage licenses/certificates to apply for and prove eligibility for a wide array of military entitlements and benefits.

An Act To Amend The Charter Of The Town Of Smyrna, 74 Delaware Laws Chapter 176, Relating To The Repayment Term Of Loans The Town Is Authorized To Borrow. [HB-116]
This act amends the charter of the Town of Smyrna to authorize the town to extend the maximum repayment term of loans the town is authorized to borrow from 30 to 40 years. This change will allow Smyrna to take advantage of low-interest, long-term loans available from the Rural Utilities Service of the United States Department of Agriculture (as well as other federal loan programs) which permit a 40-year amortization.
