An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Gun Shop Project. [HB-240]
In 2009, New Hampshire was the first state to develop a statewide Gun Shop Project, reaching out to gun shops regarding the role they can play in suicide prevention. In the years since, at least 21 other states have implemented similar campaigns. This Act establishes the Delaware Gun Shop Project (Project), under which the Division of Substance Abuse and Mental Health (Division) must develop relevant materials that may be posted conspicuously and available for distribution at Delaware gun shops.

This Act reconciles discrepancies between § 8705 of Title 9 of the Delaware Code and § 2903 of Title 25 of the Delaware Code, clarifying that all taxes assessed against real estate by Kent or Sussex Counties are governed by § 8705 of Title 9 and that the date on which Sussex County considers a tax delinquent is July 1.

An Act To Amend Title 14 Of The Delaware Code Relating To Requiring Schools To Start Each School Year After Labor Day. [SB-204]
This Act requires public schools to begin their school year after Labor Day. There have been many economic impact reports done that show a positive impact from starting public schools after Labor Day. A report by the Virginia Hospitality and Travel Association estimates that $369 million would be lost if schools were not required to start after Labor Day. An Act To Amend Title 13 Of The Delaware Code Relating To Marriage License Application. [SB-194]
This Act removes the requirement that applicants for a marriage license state their race as part of the application process. Delaware is one of a small number of states that currently requires this information. In October 2019, the United States District Court for the Eastern District of Virginia ruled that requiring marriage license applicants to provide their race violates the United States Constitution.
