This bill provides for certain notice provisions concerning due process hearings involving children with disabilities relating to education of those children. Additionally, the bill provides that before a school district can appeal the decision of a due process hearing, a majority of the school board for such district must by affirmative vote decide to appeal.

An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Home Communities. [HB-391]
This bill requires certain disclosures by the landlord to the prospective tenant prior to the tenant entering into a lease with the landlord. In addition, the bill requires that a prospective tenant receive counseling, provided by Delaware State Housing Authority, as to material terms of the lease and other relevant documents relating to the manufactured home community. An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Home Communities. [HB-392]
This bill requires a landlord to make a community center available to a tenant’s association or, if none, a group of tenants to use to hold meetings addressing matters affecting or relating to the tenants’ rights, obligations, and/or privileges in and/or relating to the manufactured home community. Use of the community center by the tenants for such meeting shall be at no charge and shall be permitted within a reasonable amount of time after the tenant’s association or group of tenants have made a request to the landlord.

This Act aligns Delaware law with the federal requirements of the reauthorized Individuals With Disabilities Education Act relating to the content of prior written notice, the requirements for the appointment of educational surrogates, and the applicable timelines for an administrative due process hearing. This Bill will create the Inspire Scholarship Program. Inspire scholarships are available to Delaware students with excellent credentials and economic need to attend Delaware State University. The intent of this program is to increase the number of students in Delaware who attend college and complete degree programs. The amounts available to these grant recipients are subject to available funds and are capped at the grant amount available to SEED grant recipients. An Act To Amend Chapters 5 And 7 Of Title 7 Of The Delaware Code Relating To Licenses And Regulations Concerning Game And Fish. [HB-409]
This Act clarifies that the Department of Natural Resources and Environmental Control (DNREC) and government agencies may use hunting, fishing, and trapping license information (except social security information) for research purposes involving hunting and trapping surveys conducted by Department scientists. The Act also establishes that the “safety zone” for hunting deer by bow during established archery seasons shall be 50 yards and prohibits the administering of fertility control agents and immunocontraceptives to game birds and game animals
