This bill repeals the sunset provision included in Chapter 15, Volume 77 of the Laws of Delaware, House Bill No. 102 of the 145th General Assembly. House Bill No. 102 authorized the Teach for America (TFA) program as an alternative route to teacher licensure and certification. The law was signed by the Governor on April 20, 2009 and will sunset on April 20, 2012. For the 2011-2012 school year, there are 46 TFA teachers working in 18 Delaware schools in three districts and six charter schools. Those teachers contribute to the education of approximately

An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Title 7 Of The Delaware Code Relating To Low Emission Vehicle Program. [HB-279]
The Department of Natural Resources and Environmental Control by regulation has adopted the California Low Emission Vehicle Program effective for all new model year 2014 and subsequent motor vehicles. This bill requires the General Assembly to approve any such program before it can become effective in Delaware. The action of the Department adopts all provisions of the California Code of Regulations and adopts any order or enforcement action taken by the California Air Resources Board as such regulations and actions existed on December 1, 2010.

An Act To Amend Title 9 Of The Delaware Code Relating To Sussex County Government [HB-283]
This bill makes the Delaware law consistent in Sussex and Kent Counties by giving Sussex County government the same discretion as Kent County government to enact its personnel rules administratively. As the law currently governs, Sussex County is required to refer all proposed personnel rules to the county’s Personnel Board, which requires adequate public notice and a formal public hearing.
