An Act To Amend Title 19 Of The Delaware Code Relating To The Construction Industry Independent Contractor Act. [HB-129]
This bill is the Construction Industry Independent Contractor Act. Employers in the construction industry who improperly classify construction employees as independent contractors deprive these employees of proper Social Security benefits and other benefits, while reducing the employers’ State and federal tax withholdings and related obligations. Moreover, this practice puts businesses that bear higher costs by complying with the law at a competitive disadvantage. An Act To Amend Title 29 Of The Delaware Code Relating To Forfeiture Of State Employee Benefits Upon Conviction. [HB-158]

An Act To Amend Title 29 Of The Delaware Code Relating To Powers, Duties, And Functions Of The Secretary Of The Department Of Health And Social Services. [HB-159]

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-176]
This bill increases the minimum fine for the first offense of Graffiti from “$500” to “$1000” and increases the hours of community service from “200” to “250”. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Beverage Control Licenses And Taxes, And Direct Purchasing And Shipment Of Wine. [HB-180]
This bill would permit wine producers holding a valid license in this state or another state to obtain a license and ship wine directly to Delaware consumers so long as it is done through a common carrier with a "Carrier Permit". The bill requires the payment of taxes and obtaining the signature of a person 21 years of age or older before delivery of the wine.
