In 2018, the General Assembly enacted House Bill No. 204 of the 149th General Assembly, Chapter 200, Volume 81 of the Laws of Delaware, ("HB 204"), with "the goal of modernizing the pretrial process, reducing reliance on monetary conditions, improving the efficiency and outcomes for the criminal justice system, and ensuring the safety of the community." HB 204 has resulted in the release of violent offenders into our communities, leading to more Delawareans being victimized. Therefore, this Act repeals HB 204, replacing HB 204's provisions with

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-1]
This bill allows the public to have access to meetings of the Delaware General Assembly except for caucuses. Additionally, the bill allows the public to have access to records of the Delaware General Assembly. The current exceptions that apply to public bodies and public records would apply to meetings and records of the Delaware General Assembly.

An Act To Amend Titles 14 And 15 Of The Delaware Code Relating To School Boards And School Board Elections. [HB-117]
This bill will save the State of Delaware money by having school board elections on the date of the general election and it will increase the voter turnout for school board elections. Currently, school board elections are held on the second Tuesday of May and can occur in any year. An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering And Licensure Of Aestheticians. [HB-121]
This bill presents extensive revisions to Chapter 51, Title 24 of the Delaware Code to bring greater clarity and consistency to the statute and to update practice standards. The bill amends the definition of “cosmetology” to include singeing, braiding and pressing of hair. Pursuant to the proposed bill, individuals who practice in these areas must be licensed. Further, schools must become accredited. With respect to accreditation, a grandfather clause exempts schools that have been continually licensed and in good standing for more than five years
