An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Beverage Control Licenses And Taxes, And Direct Purchasing And Shipment Of Wine. [HB-78]
This bill would permit wine producers holding a valid license in this State or another state to obtain a license and ship wine directly to Delaware consumers so long as it is done through a common carrier with a “Carrier Permit”. The bill requires the payment of taxes and obtaining the signature of a person 21 years of age or older before delivery of the wine.

An Act To Amend Title 24 Of The Delaware Code Relating To Parental Consent For Abortion. [HB-80]
This bill changes the Parental Notice of Abortion Act to the Parental Consent for Abortion Act. Because the General Assembly saw fit to pass a law requiring parental consent for minors under 18 using tanning beds, it seems to follow that requiring parental consent for minor young women to obtain abortions instead of just notification is quite reasonable. Therefore, the age for consent has been raised from 16 to 18. An Act To Amend Title 29 Of The Delaware Code Relating To The Public Officers And Employees Health Care Insurance Program And State Employees Pension Plan. [HB-81]
SYNOPSIS Sections 1 and 2 of the Bill establish a fixed cost share effective July 1, 2012 for the different health insurance plans offered by the State for regular officers or employees of the State and their dependents, and a fixed cost share for pensioners and their dependents who are not eligible for federal Medicare. For the basic health care insurance plan, as set forth in Section 5203 of Title 29, the State will pay 96% of the total cost of the plan. This Bill authorizes any board, commission, committee or council listed in Section 8735(a) of Title 29 to delegate to the Director of the Division of Professional Regulation, or a designee, the administrative authority to issue permits and licenses to individuals and organizations in accordance with written criteria agreed upon by any such body and the Director.
