An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Title 7 Of The Delaware Code Relating To Low Emission Vehicle Program. [HB-279]
The Department of Natural Resources and Environmental Control by regulation has adopted the California Low Emission Vehicle Program effective for all new model year 2014 and subsequent motor vehicles. This bill requires the General Assembly to approve any such program before it can become effective in Delaware. The action of the Department adopts all provisions of the California Code of Regulations and adopts any order or enforcement action taken by the California Air Resources Board as such regulations and actions existed on December 1, 2010.

An Act To Amend Title 5 Of The Delaware Code Relating To Loans. [HB-289]
This bill limits to five the number of short-term consumer loans (sometimes called payday loans) that any one borrower may obtain in a twelve month period. It changes the definition of short-term consumer loan to include loans up to $1000 rather than $500. The bill also provides for establishment of a database to track the number of short-term consumer loans an individual has obtained in a twelve month period. Finally, the Banking Commissioner is directed to provide a report on the prevalence and nature of these payday loans to the General Assembly.

An Act To Amend Title 29 Of The Delaware Code Relating To Fiscal Projections. [HB-69]
This bill adds incoming revenue, if any, as part of a full-cost analysis of fiscal projections, often referred to as fiscal notes or F/N. Consideration would be given to the economic implications caused by action of the General Assembly in creating jobs and the revenue that might be generated, as well as predictable revenue calculated by contract or direct action. This bill also requires a fiscal note to show the math used to determine the cost or revenue projections.

An Act To Amend Title 6 Of The Delaware Code Relating To Debt Management Services. [HB-72]
The Delaware Debt Management Services Act was modeled after the uniform act developed by the National Council of Commissioners on Uniform Laws (NCCUSL). This Bill incorporates the 2008 changes for consistency with other states adopting the uniform act. Changes include a definition for a “certified debt specialist” and a provision for a temporary license when a criminal history has not yet been received. In addition, in 2010 the Federal Trade Commission made changes to the telemarketing act that prohibits the collecting of advance fees by debt settlement
