This Act requires the Office of Management and Budget to revisit short term disability denials for all otherwise eligible women who became pregnant prior to July 1, 2009 and gave birth on or after July 1, 2009 and to use the 20 day waiting period in determining eligibility for short term disability benefits.

This Act reincorporates the Charter of the Town of Magnolia. The following are substantive changes thereto: Provisions Removed from Charter The authority to have an Alderman. Annexation authority and procedures. The requirement that council candidates own real property in town (or be married to someone who does), and the requirement that council candidates and voters not have any delinquent taxes. An Act To Amend Title 12 Of The Delaware Code Relating To Trusts. [SB-282]
Many wills and trusts contain formula clauses allocating shares of a decedent’s estate or trust estate based on Internal Revenue Code provisions relating to federal estate tax exemptions and generation-skipping transfer tax exemptions. The federal estate tax and generation-skipping transfer tax are repealed for calendar year 2010 but, under current law, will be reinstated in calendar year 2011. An Act To Amend Title 29 Of The Delaware Code Relating To Freedom Of Information. [SB-283]
This Act requires the Attorney General to screen challenges to public record request denials, if a state agency is involved. All such alleged violations must first be reviewed by the Chief Deputy. If the Chief Deputy determines that an agency should have produced the requested records, the Attorney General’s Office may not represent the agency in any further legal action if that agency fails to comply with the Chief Deputy’s decision. An Act To Amend Title 31 Of The Delaware Code Relating To The Interstate Compact For Juveniles. [SB-289]
This Bill establishes the State Council for Interstate Juvenile Supervision as required by the Interstate Compact for Juveniles, codified at 31 Del. C. 5203. The State Council’s role is to administer the State of Delaware’s participation in the Compact and ensure that the State remains a productive member of the Compact.
