An Act Proposing An Amendment To Article Vii Of The Delaware Constitution Relating To The Death Penalty. [SB-187]
This 1st Leg of a Constitutional Amendment would grant the Governor the power to commute a death sentence to a sentence of life imprisonment without possibility of probation or parole. Currently a majority of the Board of Pardons must first recommend such a commutation.

An Act To Amend Title 11 Of The Delaware Code Relating To Offenses Against The Person. [SB-197]
Currently there is not a crime of strangulation in Delaware's criminal code. Cases of strangulation have been prosecuted using the crime of assault or even the misdemeanor charge of offensive touching. This Act recognizes the severity of the crime of strangulation by making it a stand-alone felony. Strangulation is a leading indicator in domestic violence deaths. Delaware would become the 19th state with a strangulation felony law on the books.

An Act To Amend Title 15 Of The Delaware Code Relating To Candidate Committees. [SB-207]
This Act limits the life of a candidate committee to 6 months after the death of the candidate for which it was formed. Some candidate committees have been distributing funds for years after the death of the candidate. An Act To Amend Title 5 Of The Delaware Code Relating To Variable Rates For Revolving Credit Plans. [SB-216]
This Act provides a clarifying amendment to 944 of Title 5 of the Delaware Code, and does not change the meaning of the existing statute. The Act clarifies that a schedule or formula providing for a maximum rate of interest under a revolving credit plan does not preclude a bank or licensed lender regulated by the State Bank Commissioner from charging or reserving the right to charge, by discretion or otherwise, a rate lower than any maximum rate provided for in any schedule or formula.
