An Act To Amend Title 11 Of The Delaware Code Relating To Criminal History Record Checks For The Sales Of Firearms. [SB-139]
This Bill clarifies that if records of firearm sales are not handled in the manner required by the existing Firearms Transaction Approval Program (FTAP), an aggrieved party may seek redress in court. The Bill permits a successful party obtaining an injunction to enforce such rights to recover his or her attorney’s fees and court costs upon conclusion.

An Act To Amend Title 11 Of The Delaware Code Relating To Compensation Per Innocent Victims Of Crime. [SB-14]
Under current law, property crime victims are barred from seeking compensation from the Victim’s Compensation Fund. This Act will authorize the Violent Crimes Compensation Board to compensate property crime victims for their uninsured economic or pecuniary losses in an amount up to $2,500 upon a showing of substantial economic hardship by the victim. Because the primary purpose of the Violent Crimes Compensation Fund is to ensure that violent crime victims are made whole, the Act will enable the Board to limit the total amount of compensation awarded (continued...)

An Act To Amend Title 29 Of The Delaware Code, Relating To An Early Retirement Incentive For State Employees And The Creation Of A New Tier Of Benefits For New Employees. [SB-147]
This Act provides a retirement incentive of 2 additional years of service to employees in the State Employees Pension Plan that retire on 6/30/09. There is also a new tier of benefits created for employees hired after 7/1/09.

An Act To Amend Title 14, Title 18, And Title 29 Of The Delaware Code. [SB-150]
This Joint Sunset Committee bill sunsets inactive Boards, Councils and Commissions. In the spring of 2008, the Joint Sunset Committee received a list of inactive Boards/Councils/Commissions from the Governor’s Office. The Committee notified each oversight agency that the Committee intended to sunset the inactive entity. Each agency responded to the Committee indicating that the entity was in fact inactive. The Committee also held a public hearing in regard to these entities.

An Act To Amend Title 24 Of The Delaware Code Relating To Speech/language Pathology, Audiology And Hearing Aid Dispensers. [SB-170]
This bill implements the 2009 Join Sunset Committee recommendations. It changes the Board composition to more accurately reflect the licensee population. This bill also amends the definition of “practice of audiology” allowing audiologists to have a combined license to dispense hearing aids without meeting the licensure requirements for hearing aid dispensers. This change is appropriate because audiologists are trained to dispense hearing aids.
