An Act To Amend Title 6 And Title 26 Of The Delaware Code Relating To The Public Service Commission And The Regulation Of Motor Vehicle Dealers And Public Utilities. [SB-226]
The Public Service Commissions (PSC) authority over public utilities has been changed by recent decisions by the Federal Communications Commission (FCC) and legislation enacted in Delaware. This Act changes the statutory requirements for PSC public utilities to remove requirements that are no longer consistent with the FCC decisions and revised State laws but impose unnecessary burdens and costs on utilities and administrative costs to the PSC. This Act also removes an unnecessary administrative requirement regarding motor vehicle dealers.

An Act To Amend Title 14 Chapter 12 Of The Delaware Code Relating To The Limitation, Suspension And Revocation Of Educator Licenses. [SB-234]
Currently, the ability of the Department to take licensure action (i.e., suspension, revocation, limitation) is, in certain cases, contingent upon the public school employer first taking employment action (i.e., dismissal, termination). The Department believes that its ability, as the agency issuing professional teaching credentials to educators, to undertake licensure action should be separate from any action by the public school employer. An Act To Amend Title 24 Of The Delaware Code Relating To The Offer Of An Ultrasound Before Terminating A Pregnancy. [SB-240]
This Act requires a physician to offer a patient ultrasound imaging and auscultation of fetal heart tone services before terminating a pregnancy and provides civil and criminal penalties for the failure of a physician to comply with this requirement. An Act To Amend The Charter Of The City Of Milford Relating To A Lodging Tax. [SB-264]
This bill permits the City Council of the City of Milford to impose and collect a lodging tax of no more than three percent on hotel and motel rooms located in the City of Milford, so long as it is approved by a majority of the City Council pursuant to the provisions of the Charter of the City of Milford.

An Act To Amend Title 3 Of The Delaware Code Relating To Stray Livestock. [SB-36]
This Act more effectively and efficiently clarifies the enforcement authority of the Department of Agriculture regarding livestock at large. The offenses will now be civil penalties rather than criminal fines, expenses for impoundment will be reimbursed by the violator, and other sources of media can be used to give public notice of impoundment or sale of any livestock at large. This Act is intended to penalize repeat offenders that knowingly let their livestock run at large.
