An Act To Amend Title 9 Of The Delaware Code Relating To Counties And Title 7 Of The Delaware Code Relating To Dogs. [HB-419]
SYNOPSIS This act transfers certain responsibilities and authority to the counties for the administration and enforcement of laws, ordinances, and regulations relating to dogs and dog control that were formerly vested in the Department of Natural Resources and Environmental Control. The Act creates a mechanism for fines arising from dog law violations to be mailed to the Voluntary Assessment Center and directs that fines for dog- related offenses committed in a particular county be remitted to that county. An Act To Amend The Laws Of Delaware Relating To A Three-year Moratorium On The Creation Of New Special License Plates. [HB-429]
This Act bars the creation of new special license plates in Delaware for the next 3 years. It is based on a request from the Director of the Division of Motor Vehicles (DMV) to the members of the General Assembly to consider limiting or capping the number of new special license plates, because DMV currently manages over 100 special plates and the effect of additional plates will significantly strain DMV’s resources. The Act contains a provision for DMV to issue a report at the end of the moratorium, detailing the number of each of the special plates

An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [HB-430]
This act requires scrap metal processors to photograph every seller and report every transaction relating to certain metals. Currently only transactions valued at $250 or more must be reported. Multiple sellers bring in metal items with no one selling $250 and therefore they avoid the reporting requirement. With the current rash of copper thefts this bill will increase reporting and increase the ability to identify sellers.

This act improves the licensure and renewal requirements of Delaware law for physicians. Section 1 requires disclosure an applicant for licensure or renewal to disclose any professional regulatory investigation, and requires physicians to be fingerprinted by the State Bureau of Identification at least every ten years.
