An Act To Amend Title 24 Of The Delaware Code Relating To The Parental Notice Of Abortion Act. [SB-124]
This Act requires either a custodial parent or the legal guardian to be given notice of an unemancipated minor’s impending abortion. The judicial by-pass of the notice requirement remains intact.

An Act To Amend Title 11 Of The Delaware Code Relating To Criminal History Record Checks For The Sales Of Firearms. [SB-139]
This Bill clarifies that if records of firearm sales are not handled in the manner required by the existing Firearms Transaction Approval Program (FTAP), an aggrieved party may seek redress in court. The Bill permits a successful party obtaining an injunction to enforce such rights to recover his or her attorney’s fees and court costs upon conclusion.

An Act To Amend Title 14 Of The Delaware Code Relating To The State Board Of Education. [SB-140]
This Bill would reduce from 3 to 2 the number of residents from New Castle County outside the City of Wilmington on the State Board of Education, and would add an at large member. This change better reflects the current population of the three counties and provides the Governor with the flexibility to appoint an at large board member on the basis of qualifications, need or population shift.

This Act will generate an additional $6.5 million in resources for the General Fund to help manage the $26.1 million budget shortfall for Fiscal Year 2009 projected at the May 2009 DEFAC meeting. An Act To Amend Title 26 Of The Delaware Code Relating To Customer Sited Energy Resources. [SB-153]
This bill prepares Delaware for a new technology, grid-integrated electric vehicles with vehicle-to-grid power. This technology provides electrical storage and other services to the grid; it does not generate new power and thus over time will not receive a net credit due to net metering.

An Act To Amend Title 7 Of The Delaware Code Relating To Hunting, Trapping, And Fishing Licenses. [SB-163]
The requirement for 10 hours of instruction for hunting, license applicants born after January 1, 1967 has been in effect for years. This Act mandates that the hands-on live firing experience by a trained firearms instructor is to be a part of the approved course. Previously, the live firing experience requirement was optional . The requirement will improve hunter safety and is supported by many sportsmen and sportsmen groups as well as the Division of Fish and Wildlife.

An Act To Amend Titles 26 And 29 Of The Delaware Code Relating To The Sustainable Energy Utility And Renewable Energy. [SB-173]
This act is intended to update and clarify Delaware’s Sustainable Energy Utility law, 29 Delaware Code 8059, which is serving as a model for other jurisdictions. Under 8059(g)(2) of the SEU law, the SEU programs designed to achieve energy savings and promote green energy will be carried out through written contracts with competitively selected implementation contractors.
