An Act To Amend Title 19 Of The Delaware Code Relating To Unlawful Employment Practices. [HB-1]
This Act builds on some of the legislation passed by the 148th General Assembly that addressed the wage gap between men and women. When employers ask prospective employees for their wage or salary history, it perpetuates disparities in pay based on gender from one job into another. This Act prohibits employers from inquiring into an applicant's compensation history. An Act To Amend Titles 6, 16, 18, And 31 Of The Delaware Code Relating To Treatment For Substance Abuse. [HB-100]
The denial by private and public health benefit administrators of adequate coverage for substance abuse treatment has been identified as a major source of failed treatment efforts by persons addicted to controlled substances. These denials have also been identified as a cause of the shortage of adequate treatment facilities in Delaware. An Act To Amend Title 30 Of The Delaware Code Relating To Personal Income Tax. [HB-109]
This bill lowers the current tax rate by .05% for each bracket. The bill creates a new tax bracket at $125,000 with a rate of 7.05% and an additional bracket at $250,000 with a rate of 7.80%. The bill also provides a tiered reduction of the otherwise available itemized deduction based upon the individual's taxable income.

An Act To Amend Title 31 Of The Delaware Code Relating To Eligibility For Public Assistance. [HB-11]
This Act removes the prohibition against receipt of Temporary Assistance for Needy Families (TANF also referred to by the name Aid for Families with Dependent Children or AFDC) funds by persons convicted of a drug felony, so long as that person is otherwise eligible or TANF assistance.

An Act To Amend Title 30 Of The Delaware Code Relating To Earned Income Tax Credit. [HB-113]
This bill changes the earned income tax credit from nonrefundable to refundable. This bill creates a table for the percentage of earned income credit for tax years 2018 and after. Currently, if spouses file a joint federal return but separate State returns, only the spouse with the higher taxes due can use the State earned income tax credit. This bill eliminates that limitation starting with tax year 2018 and provides that the credit shall be divided equally between such spouses.

An Act To Amend Title 14 Of The Delaware Code Relating To Public Schools. [HB-12]
This bill provides State funding to kindergarten through third grade for basic special education. State funding already occurs for intensive and complex special education during these grades. Currently the basic special education funding runs from fourth through twelfth grade. This bill is an effort to promote earlier identification and assistance for basic special education needs which should then mitigate costs over the long term.Pursuant to its terms, funding for K-3 special education will be phased in gradually over 4 years.

An Act To Amend Title 18 Of The Delaware Code Relating To Insurance Coverage Of Certain Cancer Treatments. [HB-120]
This Act requires health insurance policies to cover any medically appropriate drug approved by the FDA for the treatment of stage 4 metastatic cancer without requiring a patient to first prove that the patient failed to respond to a different drug or drugs. This Act is based on a similar bill in Georgia that was inspired by President Jimmy Carters recent battle with cancer.

An Act To Amend Title 31 Of The Delaware Code Relating To Child Care Assistance. [HB-126]
The Child Care and Development Block Grant Act of 2014 mandated that states allow families that receive child care assistance to continue receiving that assistance for at least 90 days after losing their job provided they are seeking employment during that time. The federal law did not expressly stipulate that states must allow families to qualify for and begin receiving assistance so that they could search for a job, however 14 states have enacted policies to expand eligibility to those families. An Act To Amend Title 14 Of The Delaware Code Relating To School Curriculum And Computer Science. [HB-15]
This bill creates a requirement that all public high schools, including charter schools, shall offer at least one computer science course at the high school level by the 2020-2021 school year. Also, this bill creates a requirement that, by the 2018-2019 school year, a computer science course may satisfy one year of the total credit requirement in mathematics, excluding Algebra I, Geometry, or Algebra II or the equivalent courses.
