An Act To Amend Title 5 Of The Delaware Code Relating To Student Loans. [HB-349]
The country is experiencing exponential growth in student loan debt as well as defaults on student loans. Student loan debt and managing loan repayment is becoming a more important problem for millions of Americans. In Delaware, an estimated 129,000 residents have student loan debt. Delaware also ranks first among states with the highest average student debt total, with the average student graduating with nearly $34,000 in student loans. An Act To Amend Title 14 Of The Delaware Code Relating To School Curriculum And Computer Science. [HB-355]
This bill creates a requirement that all public high schools, including charter schools, shall offer at least one computer science course at the high school level by the 2020-2021 school year. Also, this bill creates a requirement that, by the 2017-2018 school year, the State Board of Education permit a computer science to satisfy a part of the total credit requirement in mathematics or science or both. The State Board of Education shall develop guidelines addressing how computer science courses can satisfy graduation requirements for math or science.

An Act To Amend Title 31 Of The Delaware Code Relating To Eligibility For Public Assistance. [HB-365]
This Act removes the prohibition against receipt of Temporary Assistance for Needy Families (“TANF” also referred to by the name Aid for Families with Dependent Children or “AFDC”) funds by persons convicted of a drug felony. Even though federal laws such as PRWORA passed during the War on Drugs frequently prohibited access to public assistance for persons with drug felonies, these laws also gave states flexibility in determining eligibility for food aid and cash assistance for families with children when applicants had a criminal conviction. An Act To Amend Title 18 Of The Delaware Code Relating To Pre-authorization. [HB-381]
Patients struggle every day to receive necessary care, suffering symptoms longer than appropriate and encountering unnecessary stress factors as they engage in the complicated system of health insurance. One such factor is Pre-Authorization, a tool designed to save the money by making sure that care is necessary. For years patients and clinicians have been put through arduous appeals processes being told that they are necessary to keep costs down or worse, told after the fact that their care won’t be paid for even when previously told otherwise. An Act To Amend Title 14 Of The Delaware Code Relating To Educator Evaluations. [HB-399]
This bill makes changes to the educator evaluation system. The General Assembly passed House Joint Resolution No. 6, as amended by House Amendment No. 1, directing the DPAS II Advisory Committee to establish a subcommittee in order to review and make recommendations for changes to the current educator evaluation system. The DPAS II Subcommittee issued its Final Report on March 31, 2016, and found that, while there were many issues surrounding the effectiveness of the DPAS II system, the major issue has been Component V, Student Improvement. An Act To Amend Title 10 Of The Delaware Code Relating To The Establishment Of A Juvenile Offender Civil Citation Program. [HB-405]
Recognizing that a criminal charge can dramatically alter a juvenile's future chances of employment and education, this bill seeks to prevent first-time juvenile offenders charged with certain minor misdemeanors from entering into the system by providing law enforcement with a civil citation procedure as an alternative to arrest. Section 1 of this Act codifies the Juvenile Offender Civil Citation Program administered by the Division of Youth Rehabilitative Services within the Department of Services for Children, Youth and Their Families. An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-437]
