An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Reproductive Health Decisions. [HB-316]
This bill prohibits discrimination in employment based upon an individual’s reproductive health decisions. Delaware laws currently prohibit discrimination on the basis of sex or pregnancy; however, this legislation makes it clear that an employer is expressly prohibited from taking adverse employment action against an individual based on his or her reproductive health care decisions. This bill does not create any new obligations or change any existing obligations related to insurance coverage of reproductive health care. This bill seeks to ensure (continued...)

An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Family Responsibilities. [HB-317]
This bill prohibits discrimination in employment based upon an individual’s caregiving responsibilities. Workers should be judged on the merits of their performance at work, not their responsibilities at home. Five states and over 90 localities prohibit discrimination based on family responsibilities to some degree. This bill ensures Delaware workers with responsibilities for child care, elder care, or both, receive equal employment opportunities and are protected from discrimination in the workplace.

An Act To Amend Title 16 Of The Delaware Code Relating To Substance Exposed Infants. [HB-319]
This non-punitive, public health-oriented bill seeks to codify certain sections of the federal law known as the Child Abuse Prevention and Treatment Act (“CAPTA”) that requires States to have policies and procedures in place to address the needs of infants born with and identified as being affected by illegal substance abuse or withdrawal symptoms resulting from prenatal drug exposure, or a fetal alcohol spectrum disorder, including a requirement that healthcare providers involved in the delivery or care of such infants notify the child protective (continued...)

An Act To Amend Title 11 Of The Delaware Code Relating To Criminal History Background Checks In Connection With The Sale, Transfer, Or Delivery Of Firearms. [HB-325]
This bill closes a loophole to our gun background check laws. The current loophole allows for guns to be given to a potential purchaser if the background check is delayed for 3 days or more. In some cases a gun is given to a person who should not be in possession of a firearm. This leads to law enforcement having to retrieve a gun from a person prohibited if the background check provides that a person should not have a gun.

An Act To Amend Title 16 Of The Delaware Code Relating To Dextromethorphan. [HB-329]
This bill will ban the sale of dextromethorphan (DXM) to those under 18 years of age without a prescription to help combat the small number of teens who abuse DXM. Every year, millions of Americans use over-the-counter (OTC) medicines containing DXM to relieve cough symptoms. Cough medicine with DXM has been available over the counter in the United States for more than 50 years and is safe and effective when taken as recommended. This would maintain access to effective OTC cough medicine for Delawareans who use it to treat cough symptoms associated (continued...)

An Act To Amend Title 13 Of The Delaware Code Relating To Child Support Enforcement. [HB-330]
All Notices of Intent issued by the Division of Child Support Enforcement are sent regular mail except for the insurance lien notices. This Act removes the requirement that notice to non-custodial parents for insurance settlement liens taken for child support arrears be sent by certified mail and, instead, substitutes notification to the non-custodial parent via regular first-class mail. This legislation will allow for this section of code to become uniform and reflect more recent administrative enforcement notice requirements such as State and (continued...)

An Act To Amend Titles 7, 10, 13, 16, 21, 29, 30, And 31 Of The Delaware Code Relating To Child Support. [HB-331]
As a State agency, the Division is responsible for providing services and assistance to any individual seeking help. Having the term “enforcement” in the name of the division deters individuals such as non-custodial parents and members of some cultures from reaching out and seeking assistance. This is for fear that there will be ramifications against them as a result of contacting the agency. The Division in Delaware is moving towards service oriented outreach efforts to underserved populations. The word, “enforcement’ invokes a connotation of (continued...)
