This bill requires that health insurance offered in this state provide coverage for in vitro fertilization for persons who, along with their partner, are genetic carriers for spinal muscular atrophy or cystic fibrosis. Coverage must be offered to the same extent as all other pregnancy related benefits. Spinal muscular atrophy is an inherited condition that causes nerve cells in the lower part of the brain and spinal cord to break down and die. This Act enables the prosecution of animal fighting under Delaware’s Racketeering and Organized Crime statute. Animal fighting is often linked to other forms of criminal activity, such as illegal drug distribution, gun running, prostitution, and other violent crimes. Including animal fighting in the definition of “racketeering” strengthens the ability of Delaware’s Department of Justice to prosecute those who abuse animals.

An Act To Amend Title 30 Of The Delaware Code Relating To Earned Income Tax Credit. [HB-253]
This bill changes the earned income tax credit from nonrefundable to refundable and capable of exceeding the tax amount otherwise due. The credit is reduced from 20% of the corresponding federal earned income credit to 6% for 2017. That percentage increases 1% each year until it reaches 15% in 2026.

An Act To Amend Title 19 Of The Delaware Code Relating To Veterans, Skilled Workers And Community Workforce Act. [HB-283]
This bill is the Veterans, Skilled Workers, and Community Workforce Act. It requires that on all state-funded construction, public works, or improvement projects that contractors and subcontractors must draw 30% of their workforce from the Representative District where the project is located, and 5% of their workforce from eligible Delaware veterans. Such projects are to be governed by a Project Labor Agreement with the Delaware Building and Construction Trades Council to provide structure and stability and promote efficient completion.
