An Act To Amend Title 19 Of The Delaware Code Relating To The Public Employment Relations Act. [HB-314]
This Act provides for a clear and established procedure and time frame during which public employees may revoke their membership in an employee organization. This Act allows public employers and employee organizations to manage membership status and authorizations in a manner that will meet public employees desires while not disrupting the public employers or employee organizations operations.

An Act To Amend Title 18 Of The Delaware Code Relating To Experimental Treatment Health Insurance Coverage. [HB-319]
This legislation creates a benchmark for determining when a treatment or service is no longer experimental or investigational. When Medicare determines that a treatment is safe for its population, commercial insurers in Delaware may no longer deny coverage on that basis. This bill will remove inconsistencies for properly-evidenced treatments between payers.

An Act To Amend Title 11 Of The Delaware Code Relating To Firearms. [HB-330]
This bill changes the age of a person to whom another person can sell, give or transfer a firearm or ammunition for a firearm from 18 to 21. However, this bill permits a person to sell, give or transfer a firearm or ammunition for a firearm to a person under 21 years of age if the person under 21 is an active member of the United States Armed Forces or a law-enforcement officer or possesses a license to carry a concealed deadly weapon. An Act To Amend Title 11 Of The Delaware Code Relating To Release Of Persons Accused Of Crimes. [HB-339]
This bill allows children under the age of 18 to be transferred to the Department of Corrections only after adjudication and an imposition of a sentence of incarceration. Currently, Delaware permits juveniles charged with adult offenses to be held in default of bail in the custody of the Department of Corrections. The trend nationwide is to hold juveniles charged with adult offenses in juvenile facilities pretrial as these facilities provide educational and rehabilitative programs.

An Act To Amend Title 14 Of The Delaware Code Relating To Education. [HB-346]
This Act establishes the High Needs Educator Student Loan Payment Program. The Program allows qualified applicants to apply for a payment from the State to the applicants lending agency, to pay a portion of the applicants student loan debt. The purpose of the Program is to encourage Educators to work and remain working in certification areas in which Delaware has a shortage and to encourage Educators to work and remain working in Delawares hardest-to-staff Schools. An Act To Amend Title 13 Of The Delaware Code Relating To Child Support. [HB-351]
In December 2016, the federal Office of Child Support Enforcement issued final regulations titled "Flexibility, Efficiency, and Modernization in Child Support Enforcement Programs," 81 Fed. Reg. 93,492 (Dec. 20, 2016) (codified at 42 C.F.R Pt. 433). This Act updates to whom Delaware's Division of Child Support Services can send child support payments, in compliance with the federal regulations.

An Act To Amend Title 11 Of The Delaware Code Relating To Safe Storage Of Firearms. [HB-366]
This Act revises the crime of "unlawfully permitting a child access to a firearm," an existing class A misdemeanor under Delaware law. The offense is renamed "unsafe storage of a firearm" to place emphasis on firearm safety and proper storage. Under the revised statute, a crime is committed when a person intentionally or recklessly stores or leaves a loaded firearm where a minor or other person prohibited by law, or unauthorized person, can access the firearm, and the unauthorized person obtains the firearm. An Act To Amend Title 16 Of The Delaware Code Relating To The Medical Marijuana Act. [HB-374]
This bill adds glaucoma, chronic debilitating migraines, pediatric autism spectrum disorder, pediatric sensory processing disorder to the list of debilitating medical conditions which may qualify a person, upon certification by a physician, to be eligible for the use of medical marijuana in accordance with the terms of the Delaware Medical Marijuana Act.
