Court Legal Access and Student Support (CLASS) Act of 2017 This bill makes procedures for the enforcement of arbitration agreements inapplicable to an enrollment agreement between a student and an institution of higher education (IHE). The bill also amends the Higher Education Act of 1965 to forbid an IHE that participates in federal student aid programs, including work-study programs, from requiring a student to agree to any restriction on the student's ability to pursue a claim, individually or with others, against it in court.

Minority Diabetes Initiative Act This bill amends the Public Health Service Act to allow the Department of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. HHS must ensure that these grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Stop Predatory Bail Contracts Act This bill requires the Federal Trade Commission (FTC) to limit the fee that bail bond agents or persons underwriting or insuring the provision of a bail bond may charge for an ankle monitor or homing device that they require an accused individual to wear as a condition on issuing a bond for his or her appearance in court.
