RIP MSP Act Repeal Insurance Plans of the Multi-State Program Act This bill repeals a provision of the Patient Protection and Affordable Care Act that allows the Office of Personnel Management (OPM) to enter into contracts with health insurance issuers to offer multi-state plan options. OPM must report about specified efforts in its process to wind down the multi-state program. The bill rescinds specified unobligated funds that were provided to OPM for staffing and administering the multi-state program.

IRS Accountability Act of 2018 This bill amends the Internal Revenue Service Restructuring and Reform Act of 1998 to allow the removal or transfer of an Internal Revenue Service (IRS) senior executive employee based on performance or misconduct. The IRS must submit written notice to certain congressional committees of the removal or transfer of an employee and the reason for such removal or transfer. The bill provides for an expedited appeal of a removal or transfer to the Merit Systems Protection Board.
