Safeguard American Food Exports Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to deem equine (horses and other members of the equidae family) parts to be an unsafe food additive or animal drug. A bill to amend title 49, United States Code, to ensure reliable air service in American Samoa. (Sec. 1) This bill declares that in order to provide and sustain air transportation in American Samoa between the islands of Tutuila and Manu'a, the Department of Transportation may renew a foreign air carrier's emergency air transportation exemption every 180 days (instead of the current 30-day renewal period that applies to other areas).

Blue Water Navy Vietnam Veterans Act of 2017 This bill extends the presumption of service connection for certain diseases associated with herbicide exposure to veterans who served: (1) in the territorial seas of Vietnam between January 9, 1962, and May 7, 1975, or (2) in or near the Korean demilitarized zone between September 1, 1967, and August 31, 1971. Under a presumption of service-connection, specific disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. To amend the Expedited Funds Availability Act to clarify the application of that Act to American Samoa and the Northern Mariana Islands. This bill amends the Expedited Funds Availability Act to apply the Act, which governs bank deposit holds, to American Samoa and the Commonwealth of the Northern Mariana Islands. The Act's one-day extension for certain deposits in noncontiguous states or territories shall apply to both American Samoa and the Commonwealth of the Northern Mariana Islands.
