Increases the number of eligible households: (1) to which the counties may provide flexibility in land use density provisions and public facility requirements, and (2) to which the housing finance and development corporation may lease land for $1 per year per parcel to nonprofit organizations that provide affordable housing, by lowering threshold income limits from 140% to 100% of median incomes. Requires the police department of each county to identify roadways most critical to free movement of persons and commerce and establish protocols necessary to coordinate major accident investigations, including immediately notifying the medical examiner in fatal accident cases. Authorizes the UH Board of Regents to issue an unspecified amount of additional revenue bonds for the purpose of financing the costs of construction or costs of maintenance of university projects. Extends the lapse date of the appropriation of revenue bond proceeds authorized by Act 161, Session Laws of Hawaii 2007, to June 30, 2013. Authorizes the UH Board of Regents to issue additional revenue bonds, and appropriating the same amount in revenue bond proceeds to lapse on June 30, 2015, for the same purpose. Effective 06/30/2020.
