JOBS Act of 2017 Jumpstart Our Businesses by Supporting Students Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish the Job Training Federal Pell Grant Program. The Department of Education must award job training Federal Pell Grants to eligible students. An eligible student is one who does not have a degree, attends an institution of higher education (IHE), is enrolled in a job training program at such IHE, and meets all other eligibility requirements for a Federal Pell Grant. Bring Jobs Home Act This bill amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. The bill requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.

Medicare Drug Savings Act of 2017 This bill requires drug manufacturers to issue rebates to the Centers for Medicare & Medicaid Services (CMS) for prescription drugs dispensed to eligible low-income individuals under the Medicare prescription drug benefit or a Medicare Advantage (MA) prescription drug plan (PDP). Subject to civil monetary penalties, a Medicare or MA PDP sponsor must report, both to drug manufacturers and to the CMS, specified information related to the determination and payment of such rebates.
