Community Broadband Act of 2017 This bill bars state, local, or tribal governments from prohibiting or inhibiting such government entities or their affiliates from serving as "public providers" of telecommunications services or advanced telecommunications capabilities to any person or any public or private entity. Clean Air, Healthy Kids Act This bill nullifies the Executive Order entitled "Promoting Energy Independence and Economic Growth" that was signed on March 28, 2017. No federal funds may be used to implement or enforce the order. This bill may not be construed to impair any authority granted to the President. The bill takes effect on March 28, 2017.

Protecting Data at the Border Act This bill prohibits a governmental entity from: (1) accessing the digital contents of electronic equipment belonging to, or in the possession of, a U.S. person (person) at the border without a valid warrant; or (2) denying a person's U.S. entry or exit based on the person's refusal to disclose an access credential or in order to determine whether such person will consensually provide an access credential, access, or online account information.
