CONTRACT Act of 2019 Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2019 [HB-5297]
Exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the social security minimum age of 62. Imposes licensing and price restrictions on federally supported drugs and other medicines intended to address COVID-19 (i.e., coronavirus disease 2019) or other public health emergencies. With respect to a COVID-19 drug patent developed using certain types of federal support, any license granted by the federal government shall be open and nonexclusive. Make Billionaires Pay Act [HB-8020]
Establishes a tax on the wealth increases of individuals with more than $1 billion in net assets during the COVID-19 (i.e., coronavirus disease 2019) pandemic and requires the Department of Health and Human Services (HHS) to pay the out-of-pocket expenses of individuals receiving medically-necessary care or services for a period of one year. Removing Barriers to Basic Needs Act of 2020 [HB-7916]
Modifies eligibility requirements under the Temporary Assistance for Needy Families (TANF) program and the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to temporarily waive requirements related to the denial of assistance and benefits for certain drug-related convictions. Any state law, policy, or regulation that imposes conditions on eligibility for SNAP and TANF based on an individual's conviction of an offense related to a controlled substance shall have no force or effect until December 31, 2022.
