As introduced, this bill requires the Department of Health Care Finance to establish a new capital project, the East End Medical Center (to be constructed on the Saint Elizabeths East Campus), and provides for its funding, operation, and maintenance. The bill also establishes a special fund, the East End Medical Center Fund and program, the East End Grocery and Retail Incentive Program. The fund shall be administered by the Department of Health Care Finance.

As introduced, this bill establishes what reimbursement codes a telehealth provider must utilize to be eligible for reimbursement. It establishes the criteria and protocols that must be in place for remote patient monitoring services eligibility and reimbursement. Among other things, it requires the Department of Health Care Finance to seek Federal authorization where required to implement the Act.

Law 22-142 clarifies that homeowners associations, cooperative housing associations, and condominium associations may not disallow owners from installing or using a solar energy collection device unless the prohibition is expressed in the association's articles of incorporation. The bill permits exceptions for instances where the proposed installation would occur on common areas or elements and reasonable restrictions concerning size, location, and manner of installation of the solar energy collection device.
