SCRAP Act Sunset the CRA and Restore American Protection Act of 2017 This bill repeals the Congressional Review Act (CRA). The CRA allows Congress to vote on a joint resolution of disapproval to overturn a recently issued agency rule and prohibit the agency from reissuing a rule that is substantially the same unless specifically authorized by Congress. The bill allows agencies to reinstate rules overturned by the CRA by: (1) publishing the rule in the Federal Register within one year after enactment of this bill, or (2) using notice-and-comment

SEEED Commission Act of 2017 Social Enterprise Ecosystem and Economic Development Commission Act of 2017 This bill establishes the Commission on the Advancement of Social Enterprise to examine and make recommendations on ways the federal government can support and utilize social enterprises. The Commission must: (1) establish criteria for identifying social enterprises for purposes of federal programs, and (2) identify opportunities for the federal government to engage social enterprises in creating jobs and strengthening local economies.
