Atlantic Seismic Airgun Protection Act This bill amends the Outer Continental Shelf Lands Act to prohibit conducting geological or geophysical activities in support of oil, gas, or methane hydrate exploration and development on the Atlantic Outer Continental Shelf. The geological and geophysical activities are described in a final programmatic environmental impact statement by the Bureau of Ocean Energy Management entitled "Atlantic OCS Proposed Geological and Geophysical Activities, Mid-Atlantic and South Atlantic Planning Areas."

First Responders Passport Act of 2017 This bill amends the Passport Act of 1920 to waive passport fees for an individual who is operating under a contract, grant, or cooperative agreement with the U.S. government, including a volunteer, to aid a foreign country suffering from a qualifying natural disaster. The Department of State shall report to Congress on the number of fee waivers for the issuance of passports to first responders.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue or bust of Eli Wiesel. The Joint Committee may authorize the Architect of the Capitol to enter into the agreement and related contracts. The Joint Committee shall place the statue or bust in a suitable permanent location in the U.S. Capitol.
