Greater Sage-Grouse Protection and Recovery Act of 2017 This bill addresses the October 2, 2015, finding of the U.S. Fish and Wildlife Service (USFWS) that the greater sage grouse is not an endangered or threatened species. Until September 30, 2027, the USFWS may not modify or invalidate the finding. Additionally, the Department of the Interior and the Department of Agriculture (USDA) are prohibited from amending any federal resource management plans that affect the greater sage grouse in a state in which the governor has notified Interior or USDA

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per country numerical limitation for employment-based immigrants, and (2) increase the per country numerical limitation for family based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. State Veterans Home Adult Day Health Care Improvement Act of 2017 (Sec. 2) This bill directs the Department of Veterans Affairs (VA) to enter into an agreement with each state home to pay for medical supervision model adult day health care for a veteran for whom the home is not receiving VA nursing home care payments. Such payment shall constitute payment in full for such care. The veteran must need such care either specifically for a service-connected disability, or, if not specifically for one, the veteran must have a service-connected disability
