SIMPLE Plan Modernization Act [S.322]
Modifies the requirements for SIMPLE (Savings Incentive Match Plan for Employees) Individual Retirement Accounts (IRAs), which are tax-favored retirement accounts that small businesses may provide to employees. The bill increases the contribution limits for certain SIMPLE IRAs and modifies the requirements for replacing SIMPLE IRAs with 401(k) plans.

Wounded Veterans Recreation Act [S.327]
Instructs the Department of the Interior and the Department of Agriculture to make the National Parks and Federal Recreational Lands Pass available, without charge and for the lifetime of the passholder, to (1) any U.S. citizen or person domiciled in the United States who has been medically determined to be permanently disabled, if the citizen or person furnishes adequate proof of the disability and such citizenship or residency; and (2) any veteran who has been found to have a service-connected disability.

Global Health, Empowerment and Rights Act [S.368]
Establishes that a foreign nongovernmental organization shall not be disqualified from receiving certain U.S. international development assistance solely because the organization provides medical services using non-U.S. government funds if the medical services are legal in both the United States and the country in which they are being provided. Such foreign organizations shall not be subject to requirements relating to their use of non-U.S. funds for advocacy or lobbying activities, other than those that apply to U.S. nongovernmental organizations.

Fairness for High-Skilled Immigrants Act of 2019 [S.386]
Increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China.
