An act to amend the tax law, in relation to establishing a tax credit against corporation taxes, business corporation taxes and personal income taxes, for the purchase of hybrid vehicles [AB-5262]
To encourage New Yorkers to purchase new means of transportation that utilize the clean, efficient technologies available in hybrid vehicles by providing a $4,000 incentive. The hybrid vehicle market is slowly beginning to expand in the united States and more automakers announced plans to make new models available that use hybrid technology. Taxpayers would be motivated to take advantage of this clean technology if more incentives were provided. An act to amend the state finance law, in relation to the contents of the budget, providing for a "current services budget," a "baseline receipts estimate," public access to budget information and to requiring public hearings by the division of the budget in preparation of the executive budget [AB-5268]
This bill would serve to open up the Executive budget process to the public and the Legislature by requiring the Executive to provide additional information in the Executive budget submission, revisions to reports after legislative action on the budget, Executive Budget documents in electronic form, and to require public hearings to be held by the Division of the Budget on agency budgets.

Enacts the "Ambrose-Searles move over act" which requires every operator of a motor vehicle to exercise due care to avoid colliding with an authorized emergency vehicle which is parked, stopped or standing on the shoulder or any portion of a highway; sets forth standard of due care. [AB-5292]
To protect law enforcement and emergen- cy workers by requiring motorists to "move over" or "slow down" when approaching a parked authorized emergency vehicle with emergency lights flashing.
