Prohibits any person acting on behalf of any campaign for election to any position to give, offer or promise to give anything of value to any person within 24 hours prior to the opening of the polls for the election to such position; a violation of such provisions shall constitute a class A misdemeanor; such provisions shall not apply to campaign literature. To prohibit any candidate during an election cycle to offer any gratuities to potential voters within twenty-four hours of the opening of the polls.
