An act to amend the administrative code of the city of New York, in relation to requiring certain contracts to be written in the language in which such contracts were negotiated [AB-5093]
Requires the terms of a motor vehicle sales contract entered into in the city of New York to be written in the language in which such contract was negotiated; requires retail motor vehicle dealers who negotiate primarily in any language other than English to deliver to the consumer a translation of such contract in the language in which such contract was negotiated; provides remedies to aggrieved consumers.

An act to amend the vehicle and traffic law, in relation to imposing an additional surcharge for violations relating to driving while intoxicated and while impaired; and to amend the state finance law, in relation to establishing the New York state victims of drunk driving trust fund [AB-5139]
The New York State Office of Alcohol and Substance Abuse Services (OASAS) and the New York State Crime Victims Board (CVB) will receive additional funding for their important work through the establishment of the New York State Victims of Drunk Driving Trust Fund. An addition surcharge of $10 will be levied on all convictions of DWI and DWAI. Based on statistics from 2004, more than 49,775 DWI and DWAI summonses were issued in New York State.
