An act to amend the New York city charter, in relation to experimental medical testing of children [AB-1383]
The proposed legislation prohibits the use of HIV positive children under the supervision of New York City Administration for Children Services (ACS) to be used as human guinea pigs in tests for toxic and experimental Aids drug trials. The bill is designed to prohibit experiments on children involving greater than minimal risk if there is not a direct benefit to that child.
