This bill aims to amend the labor law in relation to the Empire State Apprenticeship Grant Program for small businesses and not-for-profit corporations in New York. The program would provide grants to encourage the adoption of apprenticeships by small businesses and not-for-profit organizations. Eligible entities include businesses or organizations that employ and train apprentices and meet specific criteria outlined in the bill.
The program provides one-to-one state matching funds to eligible entities, not to exceed fifty thousand dollars annually. The grants can be used for apprenticeship program costs related to capital and operating expenses, as well as to support mentors for apprentices. The total statewide expenditures for this grant program would not exceed two million five hundred thousand dollars per year.
The State's apprenticeship and training council would review grant proposals and make recommendations to the department. The department would then provide updates on the program's activities and progress annually to key stakeholders.
