An act to amend the state finance law and the legislative law, in relation to the legislative budget and deposits to the tax stabilization reserve fund [AB-5743]
This legislation would implement a comprehensive plan for budget reform that will fix the historically flawed budget adoption process, assure on-time adoption of the State Budget, and open up the entire process to public scrutiny. Section 1 adds a new section 24-a to the State Finance Law requiring that Budget Conference Committees be 15th of each year and sets forth requirements for the operation of the budget conference committee. Establishes a personal income tax credit for the improvement or replacement of an existing residential septic system for single to 4 family residences; such credit shall not exceed $500 for the improvement of such a system and $1000 for the replacement of such a system. [AB-5771]

Provides that after a public hearing a school district may adopt a resolution providing a school tax exemption on residential property owned by a veteran with at least a forty percent disability; provides that in order to qualify for such an exemption, an individual shall submit to the assessor a certified statement from the bureau of veterans' affairs stating that he has a permanent service related physical impairment which limits such individual's major life activities by at least forty percent. [AB-5790]
The State of New York currently allows real property tax exemptions to be granted to veterans and persons over the age of 65 provided there is enabling legislation by the local muni- cipality. This bill would expand this provision and allow school tax exemptions for disabled veterans with the adoption of a resolution by the school district.

This bill attempts to bring about more public involvement in the establishment of education policy by the Board of Regents, to establish a commission to screen candidates for election as members of the Board of Regents, to enhance and improve communication between Regents and members of the Legislature, to make members of the Board of Regents more accountable to the public and the Legislature, and to establish a process for removal of members of the Board.
