An act to amend the public authorities law, in relation to providing incentives for the installation of anaerobic manure digesters on agricultural operations to convert trapped methane from manure into energy [AB-4279]
This bill seeks to encourage alternative energy technologies and environmentally sound agricultural waste management by farm operations through incentives to encourage the building and use of anaerobic digesters in addition to, or as an alternative to traditional methods of animal waste disposal.

Requires certain retailers to implement security measures when offering "doorbuster type sales"; provides that the term "doorbuster type sale" shall mean and include the advertised sale of items or high demand items for a specific defined period of time which shall be less than seventy-two hours where such item or items are offered in a limited quantity intended to attract higher than average customer traffic; imposes a thousand dollars per day per violation; authorizes attorney general enforcement; makes related provisions. [AB-4604]
This bill would establish that any retailer that falls within criteria based on size, who conducts a "doorbuster type sale" shall institute and provide proper security precautions and procedures.
