An act to amend the public authorities law, in relation to the board of trustees of the Long Island power authority and repealing certain provisions of such law relating thereto [AB-4205]
This legislation would repeal the existing Section 1020-d of the public authorities law providing for an appointed Board of Trustees for the Long Island Power Authority and replace said Board with a 17-member board with one trustee to be elected from each town, city, and part of city within the service area, and the Chairman to be appointed by the Governor.

Provides that motor vehicles, with certain exceptions, shall not be operated with an accumulation of snow or ice on the surface thereof; establishes fines for violation of these provisions. [AB-4209]
To help prevent dangerous distractions or accidents from blinding snow blowing off of vehicles traveling on roads and highways. When vehicles travel with accumulated amounts of snow or ice on top of their roof, it is very likely to be blinding to other vehicles traveling behind them and cause accidents. This legis- lation will help to prevent those types of accidents.

An act to amend the public authorities law, in relation to creating the concentrated animal feeding operation environmental compliance revolving loan program [AB-4224]
To establish, within the New York State Environmental Facilities Corporation, a revolving loan program to assist farmers operating concentrated animal feeding operations (CAFOs) in planning and implementing certified nutrient management plans. Certified nutrient management plans are designed to properly manage liquid and solid waste generated by the CAFOs in order to eliminate the discharge of pollutants into groundwater and the state's rivers and lakes.

This bill provides that where an individual has been convicted of certain sex offenses, they will not be awarded either custody or unsupervised visitation of a minor child unless the court finds that no significant risk to the child exists.
