An act to amend the real property tax law, in relation to limiting real property assessment increases on primary residences only and to provide for senior tax deferral; to amend the tax law, in relation to establishing a personal income tax credit for a cap on real property tax based off of a household's gross income; and to amend the education law, in relation to authorizing a school district to impose a cap on taxes [AB-4031]
(1) to cap real property tax assessments on primary residences, (2) to institute an income tax credit to cap property taxes based upon household income, (3) to authorize school district residence to institute a cap on the property tax levy by a petition and referendum process, and (4) to establish a procedure to permit senior citizens eligible for the enhanced STAR exemption to defer the payment of up to $2,500 annually in property taxes
