An act to amend the penal law, in relation to the crimes of manslaughter in the first degree and murder in the second degree [AB-2945]
The amendment to Section 1, subdivision 4 of section 125.20 of the penal law, "Manslaughter in the first degree", adds subdivision 5, which previously did not exist. It recites that a person is guilty of Manslaughter in the first degree when he or she "recklessly causes the death of another person by means of a deadly weapon or dangerous instrument". Section 3 adds a new subsection 125.24, which allows a defendant to be charged with Murder in the Second Degree "Intentional Murder" AND "Depraved Indifference Murder", giving the jury the option of (continued...)

To promote and encourage ATV trail development, regardless of whether those trails are developed by government entities, not-for-profit organizations or for-profit organizations. To repeal the current ATV registration fee and prohibit the imposition of a registration fee until $10 million of General Fund money is used for ATV trail development and maintenance.
