Establishes the New York state compact for long term care; provides certain tax credits; requires federal financial participation; requires that the state provide assurance of quality of services in designing the waiver; outlines participation in such compact and pledge amounts; authorizes the waiver of all or part of the participation fee and the requirement that a beneficiary pay the difference between the compact rate and the compact subsidy if the beneficiary's countable income, after deductions of these items is less than certain protected income amounts; describes fraudulent practices. To provide a new way to finance long term care in New York State that will result in greater freedom for the individual in need of services and in cost savings for the public sector.

Provides a tax credit for rehabilitation of historic properties; repeals section 5 of chapter 547 of the laws of 2006, amending the tax law and the parks, recreation and historic preservation law, relating to establishing a credit against income tax for the rehabilitation of historic properties relating to repealing certain administrative requirements relating thereto. [AB-6471]
The purpose of this legislation is to create an economic stimulus program in distressed communities by leveraging the state's existing inventory of vacant, underutilized, and deteriorating historic buildings. This economic stimulus will be accomplished by improving the NYS Rehabilitation Tax Credit programs while limiting program costs and providing cost certainty to New York State.
