An act to amend the general business law, in relation to the subpoena powers of the attorney general in security and commodity fraud investigations [AB-6432]
By providing a mechanism for reciprocity with other states for the issuance of subpoenas in security and commodity fraud investigations, this bill would (i) enhance the Attorney General's ability to secure testimony and documents from out-of-state witnesses and entities and (ii) authorize the Attorney General to assist other states' securities enforcement agencies in obtaining information located in New York.

Establishes no person shall be required to divulge information pertaining to any arrest or criminal accusation of such individual not then pending against that individual which was followed by a termination of that criminal action or proceeding in favor of such individual. [AB-6440]
To clarify that individuals are not required to divulge sealed information about arrests or prosecutions terminated in favor of the accused, youthful offender adjudications, and sealed noncriminal violations.

Relates to the public librarian certification fee; increases fee from five dollars to fifty dollars; seventy-five dollars for conditional certification; requires regulations promulgated by commissioner of education. [AB-6479]
This legislation would amend section 279 of the education law to increase the fee charged by the Education Department for the issuance of a public librarian's certificate to better reflect current costs of processing such certificates, and to create a temporary certificate. This bill would also remove obsolete language related to school librarian certificates.

The purpose of this bill is to correct a problem that was not addressed when the state first enacted law to prohibit driving and talking on a mobile phone without the use of a hand-free device. This bill would address the problem of driving and texting, which was left out.

Establishes the minimum period of time that forensic samples should be retained by investigating authorities; creates the state commission for the integrity of the criminal justice system, as an independent agency, and provides for such commission's powers and duties; relates to special fictitious name indictments; relates to requests for certain DNA test comparisons; relates to forensic DNA testing; relates to claims for unjust conviction and imprisonment; relates to DNA testing, data collection and record keeping; and relates to DNA testing in felony cases. [AB-6528]
The bill enacts various provisions of law to helm protect against the. conviction of innocent persons, and to assure that the Perpetrators of crimes are caught and convicted. It requires the state Forensic Science Commission to consider and establish standards regarding the testing, preservation and cataloguing of certain evidence, establishes specific statutory authority for the comparison of DNA crime scene evidence to certain databases of identification data, and regulates certain DNA databases not currently addressed in the stat- ute that establishes (continued...)
